Job Purpose

The QS Manager (M&E) is responsible for leading and managing all commercial, contractual, and cost control functions across Mechanical, Electrical, and Process Utility projects.

This role oversees the full project lifecycle—from feasibility, tendering, procurement, construction, to final account closure—ensuring projects are delivered within budget, with controlled risks and optimized profitability.

The QS Manager provides strategic direction, leads the QS team, and acts as the key commercial advisor to management.

1. Strategic Leadership & Team Management

  • Lead, mentor, and develop the Quantity Surveying and procurement team.
  • Allocate resources and oversee team performance to meet project and departmental objectives.
  • Establish and implement best practices, SOPs, and continuous improvement initiatives in cost and contract management.
  • Provide commercial insights and recommendations to senior management.

2. Pre-Contract & Tender Management

  • Lead and oversee preparation of tender submissions, cost estimates, BOQ, and SOW.
  • Define tender strategy, pricing approach, and risk considerations.
  • Review tender documents, technical specifications, and contract conditions to identify risks and opportunities.
  • Approve final tender pricing prior to submission.
  • Oversee vendor sourcing, evaluation, and selection during tender stage.

3. Cost Management & Financial Control

  • Establish project budgets, cost plans, and financial forecasts.
  • Lead Cost Value Reconciliation (CVR) and ensure accurate financial reporting.
  • Monitor project cash flow and profitability.
  • Implement cost control measures and value engineering initiatives.
  • Ensure all projects meet margin and financial targets.

4. Contract Administration & Claims Management

  • Lead contract negotiation with clients, consultants, and subcontractors.
  • Oversee:

o Progress claims and payment certifications

o Variation Orders (VO) assessment and approval

o Final account preparation and negotiation

  • Resolve contractual disputes and commercial issues.
  • Ensure compliance with contract terms and regulatory requirements.

5. Procurement & Commercial Governance

  • Oversee procurement strategy and subcontractor engagement.
  • Approve subcontract awards, purchase orders, and contract agreements.
  • Ensure procurement activities align with project budgets and timelines.
  • Monitor material usage and cost efficiency across projects.

6. Risk Management & Compliance

  • Identify commercial and contractual risks at tender and execution stages.
  • Develop mitigation strategies to minimize financial exposure.
  • Ensure compliance with company policies, contractual obligations, and industry regulations.
  • Monitor changes in scope and manage associated cost impacts.

7. Stakeholder & Project Coordination

  • Act as the primary commercial liaison with:

o Clients

o Consultants

o Project Managers

  • Align project progress with financial and contractual objectives.
  • Support project teams with commercial advice and decision-making.

8. Authority & Decision-Making

  • Approve tender pricing and submission
  • Approve subcontractor selection and procurement decisions
  • Endorse variation orders and claims strategy
  • Final authority on project cost reports and financial performance
  • Recommend commercial decisions to senior management

Profile / Qualification

Preferred Education

  • Bachelor’s Degree in Quantity Surveying, Building, or Mechanical/Electrical Engineering or related field

Professional Experience (required)

  • Minimum 8–10 years of experience in QS, specifically within the M&E sector
  • Minimum 3–5 years in leadership or managerial role
  • Experience in EPC/EPCM projects (e.g., industrial, cleanroom, data center) is an advantage

Additional Experience (optional)

  • Advanced knowledge in cost estimation, BOQ, and SOW preparation
  • Strong contract administration and claims management expertise
  • Familiarity with MEP systems (HVAC, piping, electrical, process systems)
  • Proficiency in QS software and Microsoft Office
  • Knowledge in BIM tools (e.g., Glodon/Cubicost) is an advantage

  • Strong leadership and team management skills
  • Excellent negotiation and stakeholder management
  • High level of commercial and financial acumen
  • Strong analytical and problem-solving abilities
  • Ability to work under pressure in a fast-paced environment

Computer Skills

  • Proficiency in Microsoft office

Languages

  • English (additional languages such as Chinese or Malay are an advantage)

Mobility

  • Willing to travel to project sites as required

Other Requirements

  • Professional membership (e.g., RISM, SISV, or equivalent) is an advantage

Job Types: Full-time, Permanent

Pay: RM10,000.00 - RM15,000.00 per month

Work Location: In person
